WHO Working Group Agrees Draft Decision on E-Cigarettes Regulation

The working group of World Health Organization Framework Convention on Tobacco Control (WHO FCTC) has agreed on a draft decision on e-cigarettes regulation, final decision to be made later on Saturday.

MOSCOW, October 18 (RIA Novosti) - The working group of World Health Organization Framework Convention on Tobacco Control (WHO FCTC) has agreed on a draft decision on e-cigarettes regulation, final decision to be made later on Saturday.

According to the document, released on Friday, the Conference of the Parties invites parties "to consider prohibiting or regulating ENDS [Electronic nicotine delivery systems or electronic cigarettes], including as tobacco products, medicinal products, consumer products, or other categories, as appropriate."

The parties are asked to undertake all efforts in order to prevent the initiation of ENDS by non-smokers and youth and minimize "as far as possible" the potential health risks to the e-cigarettes users.

The Conference also urges the parties to ban or restrict advertising of e-cigarettes and calls on the WHO to "comprehensively monitor" the use of such devices.

From October 13 to 18, parties to the WHO FCTC are holding a conference in Moscow, focusing on the regulation of electronic cigarettes. In August, WHO released a report stating that e-cigarettes might be harmful and could lead to nicotine addiction and tobacco smoking.
