MOSCOW, October 14 (RIA Novosti) - A global forum of human rights organizations and officials is needed to address issues that came into spotlight during the crisis in Ukraine, the chairman of the Kremlin human rights council said Tuesday.

"In this respect, it would be advisable to initiate a global human rights forum to raise issues of improving the system of the international law to protect human rights, in order to include values like the right for peace, the right for Internet access, the right for civil control," Mikhail Fedotov said.

The official also stressed that the situation in Ukraine requires a "de-militarization of public conscience".

The Kiev authorities launched a military operation against independence supporters of southeastern Ukraine back in April. The sides have reached a ceasefire agreement in September. According to UN data, the fighting has claimed the lives of more than 3,600 people and injured over 8,700.

The latest UN report, based on the work of the body's Human Rights Monitoring Mission in Ukraine, has revealed that Kiev-controlled forces continue to violate the principles of international humanitarian law.
