DPR Calls on OSCE to Monitor Contact Line Ceasefire in Eastern Ukraine: Donetsk Leader

The self-proclaimed Donetsk People's Republic (DPR) has requested the Organization for Security and Co-operation in Europe (OSCE) to join efforts monitoring armistice compliance on the contact line as agreed upon in Minsk, DPR Prime Minister Alexander Zakharchenko told RIA Novosti on Saturday.

DONETSK, October 4 (RIA Novosti) - The self-proclaimed Donetsk People's Republic (DPR) has requested the Organization for Security and Co-operation in Europe (OSCE) to join efforts monitoring armistice compliance on the contact line as agreed upon in Minsk, DPR Prime Minister Alexander Zakharchenko told RIA Novosti on Saturday.

"One of the points of the Minsk memorandum was monitoring, which would particularly involve both Russia and the OSCE. Russian representatives arrived and are engaged in their work. We are waiting for the OSCE," Zakharchenko said.

The buffer zone agreed upon in eastern Ukraine will be divided into four or five sectors, which will operated by three to five OSCE monitoring groups. On Friday it became known that the monitoring teams would be established in the near future and sent to their designated sectors to carry out the collection of information concerning the ceasefire.

A trilateral Contact Group on the situation in Ukraine met on September 5 in Minsk which resulted in the agreement of a ceasefire which began that same day. On September 19, a memorandum was developed by the group establishing nine provisions implementing the ceasefire between Kiev and independence supports in eastern Ukraine. The memorandum entailed the establishment of a 30-kilometer (approximately 19-mile) buffer zone on the current line of contact to be monitored by the OSCE.
