MOSCOW, September 13 (RIA Novosti) - US Lawmakers have to give up the idea of their nation's exceptionalism in order for an inter-parliamentary dialogue between Moscow and Washington to resume, the speaker of the State Duma, the lower Russian parliamentary house, Sergei Naryshkin told the press Saturday.

"In order [for Russia and the United States] to meet and talk, the American party … have to understand that every dialogue, and especially inter-parliamentary dialogue, must be conducted on the basis of equality, with the respect of the partners" opinion. But for this the American lawmakers must give up the pattern of domination; give up the idea … of the American nation's exceptionalism," Naryshkin stressed.

The official, however, noted that he is positive toward the idea of a dialogue between Russian and US parliaments, but fears it is difficult to implement in reality, since the US lawmakers earlier refused to meet with their Russian counterparts to discuss the crisis in Syria.

In September 2013, Russian parliament formed a delegation which was supposed to be sent to the US Congress in order to persuade American lawmakers not to authorize a military operation against Syria on the pretext of a chemical attack near Damascus. However, the US House Speaker John Boehner turned down a proposal to meet with the Russian delegation.
