German Foreign Minister Urges Constitutional Reform in Ukraine

German Foreign Minister Frank-Walter Steinmeier said Thursday that Ukraine needs to begin constitutional reform in an effort to decentralize power in the country.

BERLIN, September 11 (RIA Novosti) – German Foreign Minister Frank-Walter Steinmeier said Thursday that Ukraine needs to begin constitutional reform in an effort to decentralize power in the country.

During his speech at the Bundestag, Steinmeier said the reform in Ukraine will "secure decentralization and the protection of minorities."

"The ceasefire should be used as a chance to come to a political decision," the senior German diplomat said, adding that in any case, Ukraine's territorial integrity is not up for debate.

The foreign minister also warned against the resumption of a Cold War in Europe. "We do not want a "Cold War," we in fact do not want a "Hot War" and we want to preserve the European world order," he said.

During a meeting of the Contact Group on Ukraine in Minsk last week, representatives from Ukraine, Russia and the Organization for Security and Co-operation in Europe (OSCE) agreed to a ceasefire between Kiev and independence supporters that started at 15:00 GMT the same day.

The sides also agreed to international monitoring of the truce's implementation, the exchange of all prisoners and the opening of humanitarian corridors.
