Only 12 people attended the event in Moscow in person, while 19 others logged on from the regions to participate via online videolink, party head Pavel Rassudov said, Radio Liberty reported.

The event cost $50 to organize, compared to an estimated 1 million rubles ($34,000) for an offline event of the same kind, Rassudov said.

The party will apply for registration with the Justice Ministry after a bill radically softening rules of party registration is signed into law by outgoing President Dmitry Medvedev, which expected to happen on Monday, Ekho Moskvy radio said.

The party would campaign for decriminalization of online file sharing, reform of copyright legislation and introduction of “direct electronic democracy,” Rassudov said. The new party platform is to be formally approved at the next congress in May.

The Pirate Party of Russia, one of some 40 such political entities worldwide, is active since 2009, but was never registered. In 2011, it reported that the Justice Ministry threw out its registration request saying that its title promotes “piracy on high seas,” which is a criminal offense, thought the ministry later denied it.
