Libya's ruling National Transitional Council (NTC) has urged electrical industry employees to return to work as the country is disrupted by the power outages.

"We call on our brothers, working in the Central electricity station, to return to their work and perform their national duty," NTC said in a statement that was distributed via sms to the Tripoli power station's workers.

Tripoli, where the rebels took the power, is affected by the water and electricity shortages since people are afraid to return to work because of the shootings and NATO shelling.

"Our district is suffering with permanent blackouts, fuel prices have skyrocketed, it is almost impossible to get the fuel. There is nowhere to buy food and feed the family," a local resident Ahmad told RIA Novosti.

Tripoli hospitals are also in dire need of antibiotics, bandages and anesthetics.

Rebels seized control of much of Tripoli last week, but Libyan leader Muammar Gaddafi's whereabouts remain unknown.

Earlier on Sunday Gaddafi however said he was ready to begin talks on transition of the power.

Libya's rebel government will not negotiate with Gaddafi unless he surrenders, a top TNC official said in response.
