Yemeni President Ali Abdullah Saleh has pledged to put a new constitution to a referendum this year and create a parliamentary system in the country, world media reported Thursday.

Yemeni President Ali Abdullah Saleh has pledged to put a new constitution to a referendum this year and create a parliamentary system in the country, world media reported Thursday.

"Firstly we will form a new constitution based on the separation of powers. A referendum on this new constitution will be held before the end of this year," Saleh said as increasingly violent protests against his 32-year rule continued.

"I'm already sure that this initiative won't be accepted by the opposition, but in order to do the right thing, I am offering this to the people and they will decide," he said.

The opposition subsequently rejected the offer.

"This initiative is too late. The demands on the street go beyond that and are bigger than that," opposition spokesman Mohammed Qahtan said.

The opposition demands the president to step down. Saleh has refused to quit, but promised he will not run for another presidential term.
