Georgia's leader Mikheil Saakashvili said Russia planned to give a blow to Georgia's democracy and disrupt hydrocarbons supplies to Europe during the August 2008 conflict.
"The invasion of [Georgia'] territory failed to reach its goals: democracy has not been destroyed and the supplies of oil products from the Caspian region were not stopped," Saakashvili said at the Munich Security Conference on Sunday.
"The strategic goals were not achieved," he said.
Georgia and Russia fought a five-day war in August 2008 over South Ossetia, which was attacked by Tbilisi in an attempt to bring it back under central control. Moscow said the troops were sent to protect South Ossetia and its citizens from Georgia's aggression.
Russia later recognized South Ossetia and Abkhazia, another breakaway Georgian republic, as independent states. Tbilisi declared them occupied territories and broke off relations with Moscow.
However, Saakashvili said on Sunday Georgia was ready to ease tensions with Russia but Moscow did not want to follow suit.
"Unfortunately, the Russian leadership rejects our call by opting for a military build-up in the occupied territories," Saakashvili said.
