The Interstate Aviation Committee (MAK) placed the blame entirely on the Polish side, saying the pilots of the Polish Air Force plane ignored poor weather warnings because they feared upsetting the president.

MAK head Tatyana Anodina said the pressure on the pilots was increased by the presence in the cockpit of the Polish Air Force chief, who the report said had been drinking.

"If the prime minister had responded to the report yesterday, there would not have been articles in the press about the 'drunken general,'" Kaczynski said a press conference in Warsaw. "Tusk's politics have taken a beating."

Tusk said earlier on Thursday that MAK's report was incomplete but added that Poland bore the main responsibility for the April 10 crash.

On Wednesday, Kaczynski said the report made "a mockery of Poland."

Lech Kaczynski, his wife and 94 other people, including top Polish political, military and financial figures, were killed when their plane crashed while trying to land near the western Russian city of Smolensk.

They were on their way to commemorate Poles massacred by the Soviet secret police at Katyn during World War II.
