The aircraft departed for the southern Russian city of Makhachkala from Moscow's Vnukovo airport at 2.07 pm Moscow Time (11.07 GMT). Several minutes after the take-off all three engines of the plane had failed and the jet made an emergency landing at Moscow's Domodedovo Airport.

"There was my brother among the passengers. He had also been injured and is currently in hospital," Magomedsalam Magomedov said.

Dagestani leader has expressed his condolence to the relatives of those killed in the accident.

"All the necessary medical assistance is being rendered to the injured. We stay in touch with Russia's Healthcare and Social Development Ministry," Magomedov said.

Dagestani authorities have pledged to pay 250,000 rubles (about $8,300) to the relatives of the victims. 100,000 rubles (about $3,300) will be paid to those received severe injuries, moderately wounded people will get 50,000 rubles (about $1,600) and 30,000 rubles (about $1,000) will be allocated to those with minor injuries.
