At least 50 percent of the saved budget funds as well as additional income to the federal budget should be spent on modernization, Russian President Dmitry Medvedev said in his annual speech to the parliament on Tuesday.
"I instruct the government to spend at least 50 percent of the scheduled saved expenses as well as the part of the federal budget's additional incomes to be allotted for modernization," Medvedev said.
