The Russian and U.K. ministries of justice have agreed to exchange experience on the penitentiary system and the work of judges and lawyers, Russian Minister of Justice Alexander Konovalov said on Wednesday.

A delegation of the Russian Justice Ministry, which is visiting London on November 15-18, has signed a memorandum of understanding with their British counterparts.

"As part of the memorandum, a consultative committee comprising employees of both ministries is to be established," Konovalov said, adding that the committee has already started work.

He also said that in the future the two countries may agree to swap prisoners so that they serve prison terms in their home countries.

Relations between Britain and Russia have been strained in recent years as Moscow has unsuccessfully sought the extradition of businessman Boris Berezovsky and Chechen separatist Akhmad Zakayev, among others.

The controversial case of the death of former Russian security officer Alexander Litvinenko in 2006 in London and Downing Street's criticism of Moscow following the Russian-Georgian military conflict in August 2008 are among the issues that have also raised tensions between the two countries.
