Russian Prime Minister Vladimir Putin will take the development of the volatile North Caucasus region under his personal control as the head of a special new commission, the Vedomosti daily said on Thursday.

The commission will also include presidential envoy to the North Caucasus Alexander Khloponin, heads of regional governments, and Russian ministers, the paper quoted Khloponin as saying.

Russia has been fighting militants in the North Caucasus since early 1990s, including two brutal wars in Chechnya.

While Chechnya, under the leadership of former-separatist-fighter-turned-Kremlin-ally Ramzan Kadyrov, has seen a marked reduction in terrorist attacks in recent years, violence has erupted in the neighboring republics of Ingushetia and Dagestan.

The Russian Ministry of Regional Development will prepare all the documents necessary for the creation of the commission by October 1, a ministry official told Vedomosti.

The commission is being created to help Khloponin, who was appointed presidential envoy to the newly established North Caucasus Federal District in January, coordinate the work of all regional ministries except those responsible for security issues.

The deputy head of the Russian Center for Political Technologies told Vedomosti that Putin's involvement will help attract both domestic and foreign investment to the region.

"Putin's authority and his guarantees to investors will play a crucial role here," Boris Makarenko said.
