International organizations and representatives of the Kyrgyz interim government have drawn up a package of priority measures for stabilizing the situation in Kyrgystan, OSCE Special envoy for Kyrgyzstan said on Saturday

International organizations and representatives of the Kyrgyz interim government have drawn up a package of priority measures for stabilizing the situation in Kyrgystan, OSCE Special envoy for Kyrgyzstan said on Saturday.

The situation in Kyrgyzstan, where a bloody uprising led to the overthrow of the government in early April, worsened on Thursday when administrative buildings in three southern regions - deposed President Kurmanbek Bakiyev's former power base - were stormed by his supporters.

"Our key objective is to establish stable social order and the security of citizens and their property," Zhanibek Karibzhanov said at the Organization for Security and Coopearion in Europe's Trans-Asian Parliamentary Forum, being held in the Kazakh town of Almaty from May 14 - 16.

He said the uprisings proved the existence of widespread looting, seizure of firearms, despotism and, occasional instances of forced business takeover in the country.

Karibzhanov said the second most important task was to strengthen the system of governance in the country, which diminished during the transition of power.

He stressed the importance of a balance of power and a system of checks and balances in the government.

"Recent events in Kyrgyzstan dictate the need for swift and well-coordinated solutions," Karibzhanov said.

The package of priority measures also includes proposals for economic growth, the protection of human rights, effective border control, fighting the drug trade and terrorism.

Head of the French delegation to the OSCE Parliamentary Assembly said earlier on Saturday that the EU will allocate $51 million in the period until 2013 towards legal and health care reforms in Kyrgyzstan.
