Ukraine has little chance to renege on a Russian naval base deal as its refusal to honor the treaty would be a breach of international law, Russian First Deputy Foreign Minister Andrei Denisov said on Tuesday

Ukraine has little chance to renege on a Russian naval base deal as its refusal to honor the treaty would be a breach of international law, Russian First Deputy Foreign Minister Andrei Denisov said on Tuesday.

The Ukrainian and Russian parliaments on Tuesday simultaneously ratified a deal to extend the lease on a Russian naval base in the Ukrainian port of Sevastopol for 25 years after the current lease expires in 2017. In return, Ukraine will receive a 30% discount on Russian natural gas.

In the Ukrainian parliament, ratification of the deal took place amid violent protest from the opposition, who claim that the deal is an "act of treason."

Under the Vienna Convention on the Law of Treaties, a treaty which does not stipulate the right of secession may be terminated only in the case of a radical change of circumstances, Denisov said.

"This could be a force-majeure or, at the very least, a gross and systematic failure by the other party to fulfill the obligations of the treaty," Denisov said, adding that even in this case arbitration would be required.
