RUSSIA

* At the Collective Security Treaty Organization summit in Moscow:

- The leaders of the post-Soviet CSTO security bloc signed an agreement on creating a joint rapid-reaction force without a signature from Belarus, Russian President Dmitry Medvedev said

- Belarus, which pulled out the summit, said the agreements reached at the meeting are illegitimate

- The Russian president criticized his Belarusian counterpart for refusing to attend the summit, and for failing to personally discuss the matter

- Russia's president called for stronger trade ties with Kyrgyzstan
