Russia's crude oil exports fell 7.5% in the same period to 219.9 million metric tons (1.61 billion barrels). The decline was due to lower output and increased supplies to domestic refiners, the ministry said.
Gas exports to other Commonwealth of Independent States (CIS) countries declined 0.3% to 33.8 billion cu m, while exports to countries outside the CIS grew 6.9% to 146.5 billion cu m, the ministry said.
Russia's gas production totaled 605.6 billion cu m in January-November, 2.5% more than in the same period last year, the ministry said.
State-controlled gas monopoly Gazprom produced 502 billion cubic meters in the reporting period. Oil-producing companies and independent gas producers produced 103.6 billion cubic meters of gas.
According to preliminary estimates, Russian consumers received 409.5 billion cubic meters of gas in the first 11 months of 2008.
Oil exports to CIS countries grew 3% compared with the same period last year to 34.9 million metric tons (255.8 million barrels), due to increased supplies to Belarus. Exports to non-CIS countries fell 9.2% in the reporting period to 185 million metric tons (1.36 billion barrels), the ministry said.
Depleted and watered-out oil wells, delays in the commissioning of new deposits and reduced incentives for oil companies to boost crude production due to the heavy tax burden and lower oil prices since September have been the main factors behind decreased production, the ministry said.
