Dumisani Kumalo said the Security Council would consider the request in the course of consultations after its meeting on Kosovo.
Georgia submitted its request last week, which acquired new urgency following the alleged shooting down of an unmanned Georgian reconnaissance aircraft by Russia over the weekend.
Georgia's president has accused Russia of aggression saying Tbilisi has video footage proving that Russia shot down a Georgian drone.
"After World War Two this is an unprecedented fact of the violation of the UN Charter and international law. For the first time in the last few years, after repeated incidents of Russia violating Georgia's airspace and acts of aggression, we have video footage of a Russian warplane bombing Georgian territory," Mikheil Saakashvili told Georgian TV stations.
