Russia warns Kosovo's constitution could aggravate situation

MOSCOW, April 8 (RIA Novosti) - Kosovo's draft constitution is an attempt to draw a pseudo-legal basis for the declaration of independence by the Serb province, Russia's Foreign Ministry said in a statement on Tuesday.

A draft constitution for Kosovo, which declared its independence from Serbia in February, was signed on Monday. The province has also adopted a new national flag and national emblem. Kosovo's sovereignty has so far been recognized by 37 countries, including the United States and most European Union members.

"Attempts are being made to draw a pseudo-legal basis for Kosovo's self-proclaimed independence. This reflects a continuation of Pristina's drive for separatism supported by its sponsors which runs counter to international law and is a violation of the UN charter, OSCE principles and Resolution 1244 of the UN Security Council," the Foreign Ministry said.

The Russian Foreign Ministry also warned that Kosovo's opponents to the province's unilateral independence would not accept its constitution either, aggravating the situation further, and urged action to find an acceptable solution through dialogue between Belgrade and Pristina.

Russia and China have consistently backed Belgrade's position that Kosovo must remain a part of Serbia.

The Constitutional Commission has been working on Kosovo's constitution for several months. Former UN Kosovo settlement envoy Martti Ahtisaari's proposals were taken as a basis for the document. These envisioned internationally supervised independence for the breakaway region.

Kosovo's parliament will consider approving a draft constitution at an extraordinary meeting on Wednesday.

Experts said MPs would undoubtedly approve the draft. In this scenario, Kosovo's constitution will come into effect on June 15.
