Russia qualified for Euro-2008 on November 21, 2007 after Croatia beat England 3-2 and Russia earned a 1-0 victory in Andorra.
Vitaly Mutko said: "We have reached a preliminary agreement with UEFA on increasing the ticket quota." In line with the current quota Russia gets 6,000 tickets for each match in which the national team plays.
"About 80% of the allocated tickets are the third-category tickets, in other words behind the goal nets. There are practically no tickets in the VIP category," he said.
The country's Football Union is negotiating with UEFA an increase of 50-100 tickets for each match, Mutko said.
Russia will play all their group stage games in Innsbruck, Austria. They open with a match against Spain on June 10, then face Greece on the 14th, before winding up the group with a game against Sweden on the 18th.
