Kyrgyz parliamentary elections set for Dec.16

BISHKEK, October 23 (RIA Novosti) - Kyrgyz President Kurmanbek Bakiyev signed a decree on Tuesday on the holding of early parliamentary elections on December 16, a presidential spokesman said.

In line with a new Constitution approved by referendum on Sunday, the Kyrgyz 90-seat parliament will be elected from party lists for the first time in the country's history. A threshold of 5% has been set for parties to occupy seats in parliament.

"This year the country's new parliament will be formed from party lists, which will prove a considerable step in the development and strengthening of the principles of democracy in the republic and in Kyrgyzstan's political system," Bakiyev told reporters.

Kyrgyzstan's new Constitution, intended to strengthen the president's power and end a long-lasting political crisis in the Central Asian republic, was officially signed by the president on Tuesday, the spokesman added.

On Monday, Bakiyev decreed to dissolve parliament following a 75% referendum vote in favor of electing parliament on a party basis.

The Kyrgyz leader accused parliament of creating "irreconcilable difficulties" with the Constitutional Court.

Kyrgyzstan's main law was adopted by a national referendum in 2003 and amended twice in 2006.
