Russia urges PNA to help end missile attacks on Israel

MOSCOW, May 8 (RIA Novosti) - Russia has called on the Palestinian government to take effective action to stop missile attacks on Israel and prevent reprisals, a Foreign Ministry spokesman said Tuesday.

Mikhail Kamynin said Moscow hopes the PNA coalition government "will do all it can to enforce law and order and ensure security on Palestinian territories, including protection of foreign and international missions."

"What is especially disturbing are the ongoing attacks against Israeli territory, as well as Israeli reprisals [in retaliation for these attacks], which jeopardizes the lives of innocent civilians," he said.

Israeli commanders threatened late April to launch a military operation in Gaza if Palestinian militants fail to stop firing rockets at Israel, the Palestinian Information Center said.

Israel has rejected the Arab world's demands that it withdraw from the West Bank, the Golan Heights and East Jerusalem, which has been proposed as the Palestinian National Authority's (PNA) capital, but hailed the initiative, first advanced in 2002, as an opportunity for dialogue with moderate Arab governments.

A new wave of violence in the area was sparked by the abduction of an Israeli corporal, Gilad Shalit, in June, and after three Palestinian militant groups claimed responsibility for the incident, Israel sent troops into Gaza to secure the corporal's release.

The PNA is demanding that Israel release more than 300 Palestinian prisoners, including high-ranking activists of Palestinian groups serving terms for terrorism, in exchange for the corporal.

A militant Palestinian group denied earlier media reports that it is ready to stop missile attacks against southern Israel.

The Islamic Jihad Movement said it will not join the formal ceasefire that has been in effect in the Gaza Strip since the end of 2006.

"We have not assumed any obligations. Israel must first cease the occupation and stop arresting our citizens," Palestinian media quoted Ahmed Harazi, an Islamic Jihad leader, as saying.

The movement's avowed goal is the destruction of Israel and its replacement with a Palestinian Islamic state.

This group defines jihad as acts of war against Israelis. Palestinian Islamic Jihad also opposes many other Arab governments, whom they see as being insufficiently Islamic and too Western.

Another militant group, Al-Quds brigades, Islamic Jihad's armed wing, also said attacks against Israel will continue.

The group has claimed responsibility for numerous militant attacks in Israel, including suicide bombings.

Israel said it was not ready to meet the demands of Palestinian militants holding an Israeli serviceman captive.

Israeli Prime Minister Olmert expressed dismay at the number of prisoners Palestinians want freed from Israeli jails in exchange for the corporal.

"The list disappoints us and creates expectations we cannot meet," the Ynet Web site, connected with the Yedioth Ahronoth tabloid, quoted the prime minister as saying.

Media have put the number of names on the list at more than 300, including high-ranking activists of Palestinian groups serving terms for terrorism.

Citing unidentified sources, the Haaretz newspaper said Tuesday Olmert is conducting secret negotiations with PNA President Mahmoud Abbas and expects to achieve tangible progress in the summer.

It said, unlike the regular contacts, which are reduced primarily to humanitarian and security cooperation, the backstage dialogue is concerned with political issues, including prospects for the creation of an independent Palestinian state.

Local policy watchers attribute Israel's rising interest in the Mideast peace process to outside pressure, primarily from the United States, as well as the internal political problems that have dogged Olmert, who needs a constructive program of action to substantiate his claim on power in the future.

But both Israeli and Palestinian authorities denied reports about secret talks between Olmert and Abbas.
