KIEV, April 28 (RIA Novosti) - Ukrainian President Viktor Yushchenko told a united opposition rally Saturday he has a solution to guarantee "a free and proper vote" in the early parliamentary elections he has been pushing for since April 2.

Yushchenko said he possessed "enough means to arrange and hold [early parliamentary] elections," citing a lack of party dialogue as the main reason for the political crisis in the country.

The president said he considered depriving politicians of their immunity a primary objective of the new parliament, adding that all democratic factions should unite, even if, for "key national issues".

On April 26 the Ukrainian leader signed a second decree to dissolve parliament and call an early vote for June 24. The pro-governmental majority of parliamentarians contested the decision and filed an appeal to the Constitutional Court, which has yet to make a decision.

The political crisis in Ukraine was triggered by the defection of 11 pro-presidential lawmakers to the majority parliamentary coalition backing Prime Minister Viktor Yanukovych in late March.

Thousands of Yanukovych and Yushchenko backers have been rallying in central Kiev, bringing back memories of mass protests that swept Yushchenko to power after Yanukovych lost the presidential poll over vote rigging accusations.
