* Russian President Vladimir Putin, attending the 43rd Munich Conference on Security Policy, said:

- deployment of a U.S. missile defense system in Central Europe could trigger a new spiral of the arms race

- the U.S. ignores the basic principles of international law and is striving to impose its own rules on other countries

- Russia's response to U.S. plans will be asymmetric

- Russia and the U.S. will never be enemies

- Russia is committed to its obligations on the reduction of nuclear warheads by 2012
