Russian MPs move to grant president int'l emergency powers

Russia's lower house of parliament has submitted a bill giving the Russian president the right to use economic sanctions in international emergency situations, the bill's author said Friday.
MOSCOW, October 27 (RIA Novosti) - Russia's lower house of parliament has submitted a bill giving the Russian president the right to use economic sanctions in international emergency situations, the bill's author said Friday.

"Special economic measures may be used against any states or individuals," Vladislav Reznik said, adding the bill was sponsored by the pro-presidential United Russia faction.

He said the measures include suspension of economic, technical and military assistance programs, financial and commercial operations, and international treaties, revision of export and import duties, and restrictions on the use of Russian seaports and airspace.

In a memo, the bill's authors said such measures should not last more than four years, but may be extended for up to two years at the president's discretion.

They said the proposals are in conformity with the Russian Constitution "since they only provide for the limitation of individual rights and freedoms to the extent to which it is necessary to ensure the security of the state."
