Russia's consolidated budget posts $51.9-bln surplus in 1H06

MOSCOW, August 31 (RIA Novosti) - Russia's consolidated budget posted a surplus of 1.402 trillion rubles (about $51.9 billion) in January-June 2006 compared with 1.070 trillion rubles (about $39.6 billion) a year earlier, the top statistic body said Thursday.

The Federal State Statistics Service (Rosstat) said the federal budget surplus in the reporting period totaled 1.083 trillion rubles (about $40.1 billion) compared with 942.2 billion rubles (about $34.8 billion) a year earlier.

According to Rosstat's preliminary data, consolidated budget revenues totaled 5.384 trillion rubles (about $199.4 billion) and expenditures 3.981 trillion rubles (about $147.47 billion), while federal budget revenues equaled 2.938 trillion rubles (about $108.8 billion) and expenditures 1.854 trillion rubles (about $68.69 billion) in January-June 2006.

Revenues from foreign economic operations contributed 19.9% to the consolidated budget, profit tax 14.1% and the minerals extraction tax 10.8%, Rosstat said.

Federal budget revenues totaled 58.2% and expenditures 43.4% of the full-year target in January-June 2006. Interest payments for government debt service stood at 80 billion rubles (about $2.96 billion) and accounted for 4.3% of federal budget spending in the first half of 2006, Rosstat said.
