Israel launched military action against Lebanon 10 days ago after Islamic militant group Hizbollah captured two Israeli servicemen in a cross-border raid.
"We can see no ways to resolve the conflict and transfer it to the political and diplomatic area yet, and without it, it is very difficult to make any forecasts," said Sergei Ivanov, who is also deputy prime minister.
The minister said Lebanon's and Israel's military potentials were incomparable but added that modern conflicts show that military superiority does not decide the outcome.
Ivanov added that the Lebanese economy had suffered $2 billion in economic damage by the most preliminary assessments.
When asked about the conflict development in the Middle East, Ivanov said, "It is not quite correct to comment on the military developments."
