ST. PETERSBURG, May 29 (RIA Novosti) - The speaker of the St. Petersburg city parliament said Monday Moscow should hand some of its administrative responsibilities over to St. Petersburg.
"I have repeatedly proposed that some of Moscow's functions be distributed between major Russian cities, and would like to recall an initiative by St. Petersburg deputies to transfer the Constitutional Court from Moscow to St. Petersburg," Vadim Tyulpanov said.
"But I do not think that Moscow should be deprived of the country's capital status - it would be an extremely radical proposal," he added.
He said Moscow should be "unburdened" of part of its functions.
"Effective management does not mean to be capable of doing everything, but to know how to correctly distribute responsibilities," Tyulpanov said.
