Consolidated Russia budget surplus drops 2.4% in Jan.-Feb. 2006

MOSCOW, May 4 (RIA Novosti) - The surplus of Russia's consolidated budget declined 2.4% in the first two months of 2006 year-on-year to 448.4 billion rubles (about $16.3 billion), the Federal Statistics Service said Thursday.

The consolidated budget includes the federal budget and the budgets of Russian regions.

Revenues totaled 1,151 billion rubles (about $41.8 billion) and expenditures equaled 702.9 billion rubles (about $25.5 billion).

Foreign trade payments dominated the revenue structure (27% of all revenues) followed by value added tax (16.9% for goods sold in Russia and 5.9% for goods imported into the country), severance tax (16.5%), individuals' income tax (9.3%) and profit tax (9.1%) payments.

Social and cultural spending accounted for 31.8% of all consolidated budget expenditures in the reporting period. Transfer payments to extra-budgetary funds totaled 27% of all spending, government administration received 11.7%, national security and law enforcement 11.6%, national defense 9.4%, economic governance 7.1%, the housing and utility sector 5.4% and government and municipal debt service 5.2%.

At the same time, the surplus of the federal budget rose 28.4% in the reporting period to 390.8 billion rubles (about $14.2 billion).

Revenues equaled 875.8 billion rubles (about $31.8 billion) and expenditures totaled 485 billion rubles (about $17.6 billion).

Foreign trade payments dominated the revenue structure (18.7% of the annual target) followed by value added tax (17.3% for goods sold in Russia and 13.4% for imported goods), severance tax (23.8%), uniform payroll tax (12.2%) and state and municipal property management (10.4%).

Inter-budget transfer payments accounted for a bulk of federal budget spending in the reporting period (16.4% of the annual figure) while national defense and security received 10% and 11% respectively, government administration and social and cultural measures 8.9% and 8.2% respectively, and government and municipal debt service 16.3%.
