Socialist Party okays protocol on Ukrainian parliament coalition

Ukraine's Socialist Party has approved a protocol on procedure for forming a democratic coalition in the Ukrainian parliament that it signed with Yuliya Tymoshenko's bloc and the pro-presidential Our Ukraine bloc April 13, the party press service said Saturday.

KIEV, April 15 (RIA Novosti, Olga Bernatskaya) - Ukraine's Socialist Party has approved a protocol on procedure for forming a democratic coalition in the Ukrainian parliament that it signed with Yuliya Tymoshenko's bloc and the pro-presidential Our Ukraine bloc April 13, the party press service said Saturday.

Our Ukraine struck out Point 6 from the protocol, referring to a principle whereby prime minister's candidacy is nominated by a coalition that has won the most votes.

Tymoshenko earlier accused the pro-presidential bloc of denouncing the protocol.

"We regard the fact that Our Ukraine's Political Council has adopted the document without Point 6 as de-facto denunciation of the protocol, as the tearing up of the agreements that were signed," she said.

A working group for the formation of a democratic coalition in the Ukrainian parliament signed the protocol Thursday in the country's capital.

The document, signed by representatives of Tymoshenko's eponymous bloc, the Socialist Party, and pro-presidential party Our Ukraine, consisted of three parts - fundamental elements of the coalition's activities, regulations and the distribution of responsibilities among coalition members.

The final agreement on the formation of the parliamentary majority is expected to be signed on the first working day of the country's parliament, the Supreme Rada.

The Ukrainian Constitution states that the Supreme Rada must form a coalition within 30 days of the new parliament starting work, and appoint a new government in the following 30 days. If the timeframe is not met, the president can dissolve parliament and hold new elections.

Former Prime Minister Tymoshenko, whose bloc finished second in the March 26 ballot with 22.29% of the vote (129 seats), had earlier proposed to form a pro-presidential parliamentary coalition that would form the government, and said she would only join a coalition if she was re-appointed prime minister.
