State Duma passes amendments to law on Federal Security Service

MOSCOW, March 24 (RIA Novosti) - Russia's lower house of parliament Friday passed amendments to the law on the country's security service in the third and final reading.

The amendments, which remove pre-trial detention facilities from the competence of the Federal Security Service and put them under the competence of the Justice Ministry, were passed with 389 votes in favor. Six deputies voted against, and none abstained.

The transfer of the pre-trial detention facilities to the Justice Ministry had been advised by the Parliamentary Assembly of the Council of Europe in order to provide extra guarantees that the rights, freedoms and legal interests of people suspected or accused of crimes would be guaranteed.
