Putin signs law on free incoming calls to cell phones

MOSCOW, March 4 (RIA Novosti) - President Vladimir Putin has signed amendments to the law on communications that abolish charges on mobile phone users for incoming calls, the Kremlin press service said Saturday.

The lower house of the Russian parliament, the State Duma, adopted the law on February 8, and the upper house, the Federation Council, approved it February 22.

The law will come into force July 1.

In accordance with the new law, Russian mobile phone users will only be charged for incoming collect calls placed with the help of an operator or for ones received outside the subscription area.
