Russia proposes stable and transparent rules in global energy - Putin

MOSCOW, February 11 (RIA Novosti) - Russia is developing stable and transparent rules in the global energy sector, and invites its partners to discuss them, President Vladimir Putin said Saturday.

"The formation of a favorable and stable investment climate plays a serious role in energy security, as well as transparent rules in the global energy sector," the president said.

"In Russia we are already working on such rules, and are ready to propose them to our partners for discussion."

A whole range of measures need to be implemented to strengthen the stability and decrease the unpredictability of world energy markets, he said.

These markets are currently "vulnerable to serious political, technological, and environmental risks," the president said.

"The key goals are to improve energy efficiency and energy saving, to develop alternative sources of energy, and to counter the so-called energy poverty of developing countries."

The president also proposed developing coordinated collective measures to stabilize the energy market, particularly in crises.

Developing a constructive dialogue between the main producers and consumers of energy resources is very important in terms of energy security, he said.

"Such a dialogue should in our opinion help to develop coordinated measures aimed at stabilizing the market, particularly in crisis situations."

Fully functioning market mechanisms would play a key role in implementing collective measures, Putin said.
