Ukraine may not ensure gas supplies to Europe - Gazprom

MOSCOW, December 15 (RIA Novosti) - Ukraine may not ensure uninterrupted natural gas supplies to Europe, Russian energy giant Gazprom's official spokesman said Thursday.

"Transit guarantees cannot be partial," Sergei Kupriyanov said. "Ukraine either transports the gas or not."

Ukrainian Fuel and Energy Minister Ivan Plachkov said Wednesday that Ukraine could not guarantee the volume of natural gas supplies to European consumers.

"We can guarantee only [natural gas] transportation, we cannot guarantee volume," he said.

"If Ukraine transports gas, it will earn by transportation," he said. "Ukraine cannot transport [natural] gas for free."

Gazprom said it was ready to pay European tariffs for transit.

"The Ukrainian side rejects this proposals," Kupriyanov said. "Instead, Mr. Plachkov repeated previous statements by the [national gas company] Naftogaz Ukrainy leadership that Ukraine would 'steal' gas from the volumes meant for European consumers."

Moscow said earlier that it would supply only natural gas volumes meant for European consumers via the Ukrainian transportation system if the two countries do not sign intergovernmental protocol on the conditions of Russia's natural gas supplies to and transit via Ukraine.
