Ukraine offers Russia new gas cooperation standards starting 2010

KIEV, December 15 (RIA Novosti) - Ukraine proposed to Russia Thursday that the countries switch to new gas cooperation principles beginning in 2010.

"By gradually raising prices from 2006 to 2009, we will switch to a new format of relations from 2010," Ukrainian Fuel and Energy Minister Ivan Plachkov said after negotiations in Moscow on Russian gas supplies and transit.

Plachkov expressed confidence that both parties would be able to agree soon on 2006 gas supplies without resorting to legal means to decide the dispute.

Ukraine has not agreed to sign gas supply and transit terms that reflect the European market level. Ukraine wants to fix terms that would capitalize on the dependence of Russian natural gas giant Gazprom on gas transit across Ukraine to deliver gas to Europe.

In the past few years, Ukraine has paid $50 per 1,000 cu m of gas compared to the European price of $160.

Gazprom Deputy Board Chairman Alexander Medvedev said recently that Ukraine had lost time with its negotiation process and that as of January 1, 2006, the price will jump to $220-230 per 1,000 cu m instead of $160.
