MOSCOW, December 11 (RIA Novosti) - The prosecutor's office of Moscow's southeast district has launched criminal proceedings with charges of negligence after a jail roof collapsed killing three people and injuring another 10, the Moscow Prosecutor's Office said Sunday.
Officials say that 15 more people could be buried under the rubble. Rescue teams from Moscow and the Moscow Region are working on the site.
