MOSCOW, December 4 (RIA Novosti) - The Moscow city election commission registered a low turnout in by-elections to the State Duma (the parliament's lower house) in two electoral districts of Moscow this Sunday.
According to the commission's data, only 9.17% of the electors had voted in Preobrazhensky District No. 199 and 7.08% in Universitetsky District No. 201 of Moscow by 1:00 p.m. local time (10:00 a.m. GMT).
At least 25% of the electors must take part in the election to validate the polls. A candidate must gain a simple majority of votes.
