Below is a summary of the main security-related events in the North Caucasus on December 2, 2005

* Russian Interior Minister Rashid Nurgaliyev said only contract service personnel would be sent to serve in the Interior Ministry troops in Chechnya by 2007

* Russian Interior Minister Rashid Nurgaliyev said 29 militants had been killed in the North Caucasus during June-August

* A network of human rights centers under the Russian National Public Organization to Counter Extremism, Terrorism and Xenophobia called Al-Khak (Justice) will appear in the North Caucasus, organization chairman Kamilzhan Kalandarov said

* Ingush President Murat Zyazikov promised that all forced migrants would be allowed to return to places of their permanent residence by 2006

* Al-Khak human rights organization chairman Kamilzhan Kalandarov said the international anti-terrorist forum Islam for Peace, to take place on December 9-10 in the Chechen second largest city of Gudermes, would help solve Moslems' legal problems in the North Caucasus

* Ramzan Kadyrov, acting prime minister of Chechnya, said all members of the compensation committee should be held responsible for embezzlement of funds designed to pay compensation to Chechen residents who lost housing

* Dmitry Kozak, the president's plenipotentiary in the Southern Federal District, said it was possible to use the mechanism of external governance in three Russian government-subsidized regions - the Tyva Republic, Ingushetia and Daghestan
