Alexander Yakovenko, who is heading the Russian delegation to a UNIDO session in the Austrian capital, said: "Special attention should be given to the industrial problems of African and less-developed countries."
Yakovenko said Russia was drafting a mid-term cooperation program with the UNIDO for 2006-2008 outlining joint projects in Russia and the Commonwealth of Independent States (CIS).
"We [Russia] intend to step up efforts within UNIDO's East-South program on technology transfer, where Russia acts as a technology donor for developing countries," he said.
UNIDO, a specialized agency of the United Nations, is responsible for promoting industrialization throughout the developing world in cooperation with its 171 member states.
The 11th session of the UNIDO General Conference being held at the agency's headquarters in Vienna will run through December 2.
