MOSCOW, November 28 (RIA Novosti) - The European Union is not seeing adequate implementation of its decisions and does not have a basis for reaction to crises, the Russian foreign minister said Monday.

Lavrov said he was in favor of upping the frequency of meetings between Russian and EU special envoys on various topics.

"More frequent meetings of special envoys, for instance on the terrorism issue, would help to ease ministerial meetings," he said.

Lavrov also noted the absence of a unified mechanism in the European Union for reaction to crisis situations.

"Our EU colleagues want us to join anti-crisis situations that already exist in the EU, in other words they lead us," the minister said.

He said Russia wants its views to be taken into account in decision-making on this issue within the EU framework.

The minister said cooperation between Russia and the EU through the Middle East quartet, and Russia's cooperation with the EU troika on the Iranian nuclear issue were positive.
