* Russian Prime Minister Mikhail Fradkov will arrive in Ukraine. He will attend a session of the Russian-Ukrainian intergovernmental commission's economic cooperation committee.

MOSCOW

* The Russian Culture and Mass Communication Ministry will host a news briefing on implementing the Russian Culture federal target program (2006-2010), and current ministerial activities (5:00 p.m.).

* Deputy Finance Minister Sergei Shatalov will give a news conference on tax reform in Russia (1:00 p.m.).

* A plenary session of the Russian-Angolan intergovernmental commission for trade and economic and scientific-technical cooperation will be held at the President Hotel (3:00 p.m.).

* The first session of the financial and economic policy council of the Eurasian Economic Community (Russia, Kazakhstan, Belarus, Kyrgyzstan, Tajikistan) will be held (10:00 a.m.). Russian Economic Development and Trade Minister German Gref and Finance Minister Alexei Kudrin will attend.

* The Federation Council (parliament's upper house) will hold a session (10:00 a.m.).

* The Liberal Mission fund, the International University in Moscow, and the Higher Economics School will hold a discussion on the program of Russia's democratic modernization (6:00 p.m.).

* The Russian Chamber of Commerce and Industry will host the Metal-Fuel and Energy Complex annual conference-2005 (10:00 a.m.).

* The International Trade Center will host a conference on "Producers against Fake Goods: Strategies and Successes" (10:00 a.m.).

* A meeting on "The market of information technologies and new services: investment opportunities" will be held during the second Moscow Business Dialog investment forum (10:00 a.m.).

* The 13th international professional exhibition "Press 2006" will open at the All-Russia Exposition Center (10:00 a.m., November 23-28).

* General Director of the Mosfilm studio Karen Shakhnazarov, a member of the Russian Public Chamber, will give a news conference (12:00 p.m.).

* The Moscow government will host a news conference on preparations for the Moscow Duma elections (3:00 p.m.).

YEKATERINBURG

* Sergei Ivanov, Russia's Deputy Prime Minister and Defense Minister, will meet with commanders of the Volga-Ural military district.

NOVOSIBIRSK

* A session of the Russian Book Union will be held, chaired by the union's president, Audit Chamber head Sergei Stepashin. He will meet with Presidential Envoy in the Siberian Federal District Anatoly Kvashnin and governor of the Novosibirsk region Viktor Tolokonsky.

PETROZAVODSK

* Finnish Minister of Health and Social Services Liisa Hyssala will arrive in Karelia to discuss international projects for the prevention of infectious diseases and drug addiction, as well as medical and social projects.

VELIKY NOVGOROD

* A meeting of scientists of the Russian and Belarusian Academies of Sciences will be held to discuss the development of the Union State.

MINSK

* A group of NATO experts will arrive in Belarus on a four-day visit as part of the Partnership for Peace program. They will discuss training of peacekeepers and visit the Belarusian Military Academy.

ALGERIA

* Russian Foreign Minister Sergei Lavrov, currently on a North African tour, will arrive in Algeria. He will meet with Algerian President Abdelaziz Bouteflika and Foreign Minister Mohamed Bedjaoui. After that, Lavrov will fly to Tunisia.

UNITED NATIONS

* Executive Director of the UN Office for Drug Control and Crime Prevention (ODCCP) Antonio Maria Costa will give a news briefing on opium poppy farming in Afghanistan.

HONFLEUR, FRANCE

* The 13th Russian film festival will open (November 23-27). The program includes seven films.
