2004 UN resolution on Lebanon to boost Middle East settlement

MOSCOW, November 3 (RIA Novosti) - The implementation of a 2004 UN Security Council resolution will help stabilize the situation in Lebanon and the Middle East as a whole, the Russian Foreign Ministry said Thursday.

"Syria and Lebanon took significant steps on further implementation of the resolution's provisions. In particular, Syria has fully withdrawn its troops from Lebanon and free parliamentary elections were held in the country," the ministry said, commenting on UN special envoy Terje Roed-Larsen's report on the implementation of Resolution 1559.

"The practical implementation of other requirements of Resolution 1559 is still on the agenda, i.e. the disbanding and disarmament of Lebanese and non-Lebanese militias and the extension of government control over all Lebanese territory," the ministry said.

Resolution 1559 was adopted in September 2004 at the initiative of France and the United States. The resolution called for restoring Lebanese sovereignty, withdrawing Syrian troops and special services from the country, and disbanding and disarming the militias.

Implementation of the resolution began following the assassination of former Lebanese Prime Minister Rafik Hariri in February 2005, when Syria started withdrawing its forces from Lebanon under pressure from the world community.

The UN Security Council recently adopted Resolution 1636, which urges Syria to cooperate with the UN commission investigating Hariri's assassination.
