MOSCOW, October 31 (RIA Novosti) - The head of the Audit Chamber proposed Monday to create a system of financial control over the implementation of national projects in Russian regions.
"If we do not create relevant control structures, local authorities will not retain their delegated powers and funds," Sergei Stepashin said at the presentation of the British National Audit Office's report on the Russian Audit Chamber.
According to the Russian Finance Ministry, a total of 132 billion rubles ($4.64 billion) will be allocated from the 2006 federal budget to finance national projects in healthcare, education, social welfare, and agriculture.
