MOSCOW, September 19 (RIA Novosti) - Russian President Vladimir Putin has sent a written note to his Syrian counterpart saying that a breakthrough has been achieved in Chechnya. "Despite the remaining problems with the unlawful activities of terrorist gangs, we have achieved a breakthrough in the developments in Chechnya," Putin said. "The Chechen law enforcement bodies are becoming increasingly involved in ensuring security in the region."

"We are restoring the economy and social sphere and reviving the cultural and spiritual life of people," Putin said.

The Kremlin news service said Monday that Putin mentioned Chechnya in his message because Syria condemned terrorism and refuted attempts to use the situation in Chechen to spoil Russia's relations with the Islamic world.

Chechen President Alu Alkhanov, currently in Syria, handed Putin's message to President Bashar al-Asad.
