PACE unable to coordinate time, place for Chechnya talks

PARIS, September 13 (RIA Novosti, Andrei Nizamutdinov) - The working group of the Parliamentary Assembly of the Council of Europe (PACE) was unable to coordinate the time and place for the second round of talks for settlement in Chechnya, a high-ranking member of parliament told Russian journalists Tuesday.

Head of the State Duma's International Committee, Konstantin Kosachev, who co-chairs the group, said opinions were divided on the round table mandate and the assessment of the future parliamentary elections in Chechnya.

"The working group, like PACE in general, contains a lot of politicians who would like to play on the Chechen theme and deny the positive changes underway in the republic," Kosachev said.

Calling this position "absolutely unacceptable," Kosachev said there was no alternative to parliamentary elections. He said the counter terrorist operation underway in Chechnya would make the election standards here differ from those in France or Switzerland, but added the elections would be held in a just and democratic manner.
