MOSCOW, September 2 (RIA Novosti) - The Russian Federal Anti-Monopoly Service has approved a plan drawn up by Russia's energy giant, Unified Energy Systems, to unite energy companies in Russia's Far East, the service said Friday.

"The Anti-Monopoly Service believes that UES plan to unite regional energy companies [generating, distributing, and sales companies] operating in the Far East into a single holding can be used as a starting point," the news release fro the service said.

The service said that a range of measures needed to be implemented between 2005 and 2010 to develop competition in the region, and that UES needed to deal with supply limitations in the Far East energy network by ensuring that a the network development program included the construction of several new power lines.

The Anti-Monopoly Service also said that an end to network supply problems and exports of surplus electrical energy to neighboring countries would allow competition in energy production and sales.
