Gubernatorial nomination sets precedent

NIZHNY NOVGOROD, August 3 (RIA Novosti, Zhanna Voronova) - The nomination of Moscow Deputy Mayor Valery Shantsev for Nizhny Novgorod regional governor sets a precedent for the rotation of regional heads, presidential envoy in the Volga Federal District Sergei Kiriyenko said Wednesday.

He characterized Shantsev as an ideal candidate for the region's development.

"Any head or his deputy successfully working in one region is transferred to another to realize his capacities," the envoy said.

He said a person could not hold one post for 8-10 years, but rotation was a way out of this situation.

"We should use the experience and potential of regional heads who have been successfully governing a Russian Federation member for several years," Kiriyenko said.

He also said similar solutions could be found in other regions.

President Vladimir Putin nominated Shantsev to be the new governor of Russia's Nizhny Novgorod region Wednesday.

After the last September terrorist attack on Beslan, which left 330 people dead, Putin eliminated gubernatorial elections to strengthen federal authorities as part of a package of electoral reforms, including eliminating gubernatorial elections in favor of presidential appointments.

Shantsev's nomination is subject to approval by the regional legislature, which, by law, can reject the proposal twice. After a third rejection, the regional parliament could be dismissed.
