Senior Russian diplomat and Chinese foreign minister discuss UN reform

MOSCOW, August 2 (RIA Novosti) - Russian First Deputy Foreign Minister Vladimir Loshchinin and Chinese Foreign Minister Li Zhaoxing discussed the reform of the United Nations over the phone Tuesday at China's initiative.

The Russian Foreign Ministry's information and press department said the reform must be comprehensive, and it must embrace all the important aspects of the UN's current activity.

Russian Foreign Minister Sergei Lavrov said this concerned issues of effectively resolving conflicts and crises and applying UN Charter provisions for enforcement measures.

The foreign minister said Russia is calling for rigorous compliance with these provisions and their development to allow for an adequate reaction not only to conventional but also to new challenges, including the threat of international terrorism.

The minister stressed that the most urgent and topical issue was the reform of the UN Security Council.

"It is necessary that the composition of the UN Security Council correspond to the changes that the world has undergone over the recent decades," Loshchinin said. "However, this must be achieved in a way to consolidate the organization and prevent it from splitting up."

Russia, the United States, France, China, and the United Kingdom are permanent members of the UN Security Council.
