MOSCOW, June 23 (RIA Novosti) - The CIS Anti-terrorist Center submitted a concept for cooperation in combating terrorism to the council of the CIS heads of state, a center official said Thursday.

"The council of the CIS heads of state is currently considering, and will sign, a regular draft program for cooperation between CIS member states in the fight against terrorism between 2005 and 2007, which reflects the development of the system of coordinating joint measures against terrorism," center head Boris Mylnikov said at a scientific conference.

He said the center prioritizes improving the efficiency of joint efforts to prevent and detect terrorist attacks and other manifestations of extremism, as well as searching for and extraditing those involved in terrorist activities.

He added that an operational headquarters for joint anti-terrorist measures would be set up on the basis of the center.

"The center has created a special database to accumulate, integrate and systematize information concerning the fight against terrorism and improve interstate information exchange," Mylnikov said.

Mylnikov said the center is developing contacts with the UN Security Council's Counter-Terrorism Committee, the UN Office on Drugs and Crime and other organizations.

"Representatives of the center are considering ways to improve the center's cooperation with the SCO [Shanghai Cooperation Organization] regional anti-terrorist structure and the Collective Security Treaty Organization and working out proposals for the formats of cooperation with the G8 anti-terrorist group and the OSCE anti-terrorist department," he said.
